“Threshold:” a beginning or an ending?

 People are apparently misusing the word “threshold.” According to Miriam – Webster, a threshold is “ A level, point, or value beyond which a thing is true or will occur.” Thus, an amount of  money, which is a threshold, is a minimum amount of money required. I hope this is helpful.
